Cable Provider and Must Carry

We are currently looking at several cable/internet providers for a bulk deal for our community. One of the providers is a company called Hotwire. Hotwire claims that they don't need to provide cable cards because they are technically listed as an internet company. They provide an terrible 4-tuner DVR with companion boxes.
