Premiere has all lights flashing

Not sure if that would help as HD channels are in addition to sd channels. Channel 2 ( CBS ) would also be listed as channel 702 for cablecard users. The TiVo is not part of the cable company, only the actual cablecard

After a very brief power outage I now can not power up my tiVo. A Premiere model TCD746320. TiVo service # starting with 746
Nothing comes on the TV except no signal. The cooling fan in back of the TiVo does work so can it still be a bad power supply?
