Will Roamio tune unencrypted cable without cablecard?

Hello everyone, It's been a very long time since i've ventured to this area of the forum. My MIL is looking to replace her series 2 tivo with lifetime. Her cable company is shutting down the analog feed. They have told her that she dosent' need a box if she has a qam tuner, so dose she need a cablecard to use the roamio?
