Is M-Card error 161-17 ever a Tivo Issue?

I am now getting locked tuners and errors. Twice I got Cable Card Error 161-17 and it said to call my provider. I have been also getting all 4 tuners to freeze, but recorded shows, when they were not frozen, are still good. The 4 tuner freeze gets cleared if I restart or reboot or power down, but is only fixed for anywhere from 5 minutes or 6 or 7 hours and then freezes again.

Frontier is sending me a new M-Card, but I wonder if this could be a TIVO issue or is it almost certainly a M-Card issue?
