HD on Amazon vs. Netflix

With only about 3 Mbps of Internet speed, I have no problem streaming Netflix in HD. However, it seems that when I stream Amazon stuff, the best I can get is SD content (The HD icon is not "lit")

Does Amazon and Netflix have different thresholds for their HD streaming capabilities?
