Signal Strength Meter – Cable …. Graphic functionality not working

Would definitely appreciate corroborating information from Bolt owners who have a functioning graphical “Signal Strength Meter – Cable” (Settings and Messages -> Channel and App Setting -> Signal Strength) when service provider is Time Warner Cable. Specifically: What Tuning Adapter and firmware version is installed?
Background info: Recently installed TiVo Bolt and Mini using MOCA networking. Initially installed looking at OTA programming and the Signal Strength Meter (Settings and Messages -> Channel and App Setting -> Signal Strength) graphical functionality was fully operational; signal strength meter over live TV. Had TWC cable activated/installed and the system (to include a Cisco STA1520 Tuning Adapter) works fine except for the non-functional “Signal Strength Meter “. The “Signal Strength Meter – Cable” (Settings and Messages -> Channel and App Setting -> Signal Strength) screen displays as a black screen with an inactive “signal bar register” that has the message “No Digital Signal”.
The “Tuning Adapter Diagnostics” and “TiVo box Diagnostics” at “Settings and Messages -> Remote, CableCARD, & Devices -> Tuning Adapter” both confirm the signal characteristics.
As an aside, if the tuning adapter is restarted the “Signal Strength Meter – Cable” functions marginally while the tuning adapter is resyncing. The signal strength meter is over Live TV for any channel viewed, but only some channels are displayed with audio. The meter functionality locks up when the tuning adapter is synced.
