Can tivo ota work with condo in house cable feed?

Can tivo roamio OTA work with a digital cable feed created in house by condo HOA retransmitting video streams?

So I have a condo in a building that was wired for cable. Condo association made a deal for cheaper tv and internet service and dropped our comcast cable feed. Comcast won't service individual units so the in house feed is my only option.

They have taken a dish network signal and fed it into 25 dish network receivers in a rack in the basement. They then used one composite output and one component output from each receiver creating 25 HD channel outputs and 25 SD outputs. They feed these outputs into boxes that then create a digital cable signal of 25 HD and 25 SD channels. These cable signals are then sent to the units and plugged into the TVs via coaxial cable. The TVs can now tune the cable channels 15.1, 16.1 etc. I think the channels start around 14.1 or 15.1 and there's 50 so channels end around 65.1.
So even though I get a "cable" signal there is no cable company involved, it's just the HOA sharing a dish subscription so no CableCard available.

I assume the roamio OTA can tune the channels since it's a digital cable feed. However since it's not a cable company tivo doesn't know which channel is which since there is no public listing of the channels. Is there a way to self report to tivo what channels I get on what channel number? Is there a way to manually add the channels and create a custom channel list?
