Roamio Comcast Signal fluctuation

I've read and read elsewhere and here, but Haven't found what I'm seeing yet, so I wanted to ask for some input.

Just this week, I've started seeing some signal issues when watching Comcast with my Roamio Plus. It's not blacking out, but it's randomly got minor macroblocking type artifacts and sound drops. So I checked the diagnostics, and the RS Corrected count is climbing away. The RS Uncorrected grows at times, obviously related to the visual artifacts/macroblocking. Signal seems to sometimes sit at 91-94, but also drops to 75, 88/89 and event up to 100. SNR reported seems to hover around 34-39, sometimes dropping to 29 or 31. But some times, even though the signal is fluctuating, the Tivo is able to correct all of the errors, and the RS Corrected value keeps going.

As for what I have tried to resolve the issue-
Replaced all splitters in the system with new Holland MoCa capable units (no junk walmart stuff) -No change.
The main run from outside of the house runs up to the 2nd story, and I moved the Tivo box close to the attic and connected the coax directly to the incoming feed from the demarc box. The signal was a bit hotter due to the lack of splitters and long cable runs, but it still was dropping to 80 or so and then bouncing back to mid 90-100. I also went to the other feed that comes from the demarc box and exclusively is connected to the cable modem. I disconnected the cable modem and put the Tivo there, and the signal strength does the same yo-yo thing, though I did not have it there long enough to see if the RS Uncorrected count would go up, the RS corrected number was growing at a fairly steady rate.

So, that being said, Am I crazy to think that it's in no way my Roamio or inside wiring? Seems to me it must be either in the demarc, the drop from the street or something further up the line.... or would a bum cable card or tivo box cause the signal fluctuations? (its not limited to one tuner, it's all of them)
