Comcast Cable Card Problem - Help

I'm hoping someone can help with my CC problem. I've been working with Comcast and TiVo for over 10 hours, have gone through 4 CC"s and nobody is able to get this to work. I have a new Bolt + and when I insert the CC, for some of them I get a "Non M-Card inserted" message, even though the card is definitely an M card. Sometimes it finally accepts it as an M card, but then it won't accept the pairing. What I mean by that is that Comcast activates and pairs the CC and it shows it as active and...
