Tivo stuck at %72 and 89%

I have a tivo roamio ota tcd86000 with a cable card bracket and i've tried 2 cable cards from comcast and they both get stuck at either 72% or 89%. My cable card is recognized by the tivo and looking at my status i get CON: Yes but VAL:? I had my roamio ota connected through moca and ethernet and still no difference. Technician replaced my cable lines and still no difference. He had no clue what he was doing. Called comcast like 10 times to send the signal and it still wont work. They are...
