Tivo app, travel & casting

Hi all, I'm new to Tivo and have a couple questions about watching my shows while traveling.

I've tested the Tivo app on my Android phone and confirmed I can watch my recordings fine on the phone, at least while at home. Will I also be able to watch them while traveling internationally? Canada, Europe, etc.? Or would I need to use a VPN located in the USA? (My account is based in the USA).

Next, can I cast the content from the Tivo app to a Chromecast device, or will I be stuck watching it...
