Local Streaming to ipad - why is internet access required

I had a Comcast internet outage (CATV was fine) a couple of nights ago. When I went to stream (local) a show from my Roamio Pro using the Tivo ipad app I was unable to connect to the Tivo. I tried connecting by user/password and by Media access key and it wouldn't work. I think I understand why the user/password didn't work since that is probably going out to Tivo.com for verification. But why doesn't connecting with the media access key work? Why do you need internet access for that? Thanks.
