Can't connect TiVo Mini

I live in an apartment and have a TiVo BOLT in my living room. I set up a moca network on my BOLT and I have a a filter from the cable input in my living room and the bedroom too. For whatever reason, I can still not connect my TiVo Mini to the network. I have tried moca and ethernet, but nothing works. The TiVo rep says it was environmental, so I'm wondering if any other users have had this problem and solved it? The error I get is C133.
