Comcast announced today that they have implemented an initiative called the "Xfinity TV Partner Program" for third-party devices to host an Xfinity TV app to deliver Xfinity TV to devices without a cableCARD.
This app uses Xfinity's internal IP infrastructure, not the public Internet. Comcast is stating it is "not an over-the-top product or Internet streaming service." As such the service is not capped.
So far the only two company's listed as signing up are Samsung and Roku. I read years that Comcast and TiVo were supposedly working on a cableCARD free authentication, so I'm kind of surprised TiVo wasn't listed as part of this announcement.
