"Tivo-refurbished" means all-new guts?

Hi! Quick qn for all of you. Without going into detail, I'm having an (amicable) discussion with Tivo that includes the option of a refurbished Roamio device. The person said that the board/drive/supply are all new (everything in the case). Does anyone have experience to support/refute that statement?
