Live TV is Choppy, but recording is good??

I have an issue with TV feed being choppy (both audio and Video) when watched live, but if I run it back even 5 seconds so that I am watching the recorded feed, it plays perfect. Has anyone ever run into this? I have both Premiere with external HD and Premiere 4 2TB for years without any issues until today!

This is on my 2 channel with the MyBook external.

Nothing has changed in my setup, other than the 5.6 Earthquake we had this morning! HaHa!
