Bolt + Skipping ahead 8 to 14 Seconds

First, I am pressing the fast forward button, NOT the skip. When I fast forward (1 Arrow) and then press play, the vido skips ahead 8 seconds. I can verify this time while watching a soccer match or other sporting event with clock on screen. When if I press play at 2:21 it will stop FFW 1 and jump to 2:29 seconds. Double that time for each FFW Mode 16 for FFW 2 and 16 Plus for FFW 3.

All of the other Roamio Pros and Premiers I have all transition to the exact time I press play.
