CCI bit set on OTA broadcast stations

From what I understand, for channels that are offered as OTA, the CCI bit is not supposed to be set to anything other than copy freely. I remember seeing that a few years back and now can't seem to find it. Does anyone know where I can find resources on this or back it up? I need evidence before proceeding to get them removed. I have a TiVo Roamio and a normal cable subscription on Spectrum (in a formerly TWC area).
