Tivo HR10-250 with modem problem

I have a HR10-250 that can't phone home. It is an authorized unit that has not been hacked. Alternate local numbers don't work any better. Tried the ,#096,, in the front of the dial string to force 9600 baud, and it tested OK once, then failed thereafter. When monitoring the line, the modem seizes the line, dials out, connects, negotiates then drops the line in a few seconds.
