Comcast billing scam?

I have 4 Cable cards on 4 TV's. I also Have the X1 box on 1 TV.

So I have a triple play bundle that Includes 1 X1 DVR and outlet and includes 3 additional TV outlets. So for the past year I have been paying for 1 additional outlet.

I was told on the phone by Comcast today that they have been billing me wrong for the PAST YEAR. So going forward they are gonna charge me $7.45 for each Tivo outlet because "Cable card outlets don't count as a FREE outlet in my bundle" They then told me to...
