Live TV bleed through every time I play anything

So for the past, oh, at least 6 months - every time I play a recorded program on my Premiere, I get 1 second of live TV sound from whatever channel the tuner is on before the recording plays. IT'S SUPER ANNOYING and I'm sick of it. Anyone else getting this?
