"Static" and pixellation Is hard drive failing?

I've been noticing some "static" - purple fuzzies at the bottom of my screen when watching some recorded shows. So far it seems to be on USA and AMC shows. I was starting to research failing hard drives, thinking that may have been the cause.

However, today when watching SOA on Netflix, I saw a little bit of the same and it's pixellating in spots here and there. Does that rule our a hard drive failure?
