Troubleshooting a TCD652160 that won't power up

My TCD652160 wouldn't turn power up on Thanksgiving day and I'm just getting around to looking at it now. I suspected the power supply but now I'm not so sure. I've searched through the S3 forum and I don't see a troubleshooting guide but maybe I didn't go back far enough.

The unit in question is a 06/2008 vintage. I opened the box and inspected the PS (SPWR-00011-000) for bulging caps - did not find any. I removed the PS and powered it up separately. The 3.3 V (orange) and 5.0 V (red) lines were good but the unit was ticking and the 12 V (yellow) line was not going above 8 V. After powering down, I measured most of the caps using my Fluke 79 DMM – seemed to be with 10% of rated value and the ones I couldn’t get a good read on I unsoldered one of the leads and measured directly.

I pulled a power supply (SPWR-00008-000) out of a TCD648250 to try. I know it has the extra 7.5 V (gray) line which I unsoldered temporarily - it too was ticking. Since both ticked, I assumed it was due to having no load on the supply - once I plugged into the motherboard and drive, the ticking stopped and the voltages were steady. The 3.3 V was right on the money but the 5/12 were low (4.6 and 11.5). I know I could tweak these up a little with the pot but didn’t want to compound the problem and I saw in other posts that these voltages could be off 10-20%. I know the 3.3 is rather critical, but think the low 5/12 shouldn't be a problem. The 648 power supply had similar ranges.

When I first plug the cord in, I hear the drive spin up but notice the fan is not turning. I don't get any video on the TV or LEDs on the front panel, even if I press keys on the remote. I now suspect the motherboard has died.

Does anyone have thoughts on how to proceed? Is the fan switched on based on temperature reading or does it run all the time? Should I have LED activity? I should have video of some sort. Anything else I should look at?

The unit is NOT a lifetime box but is on a $6.95 monthly rate. I would consider buying a non-lifetime TCD652160 is someone is looking to dispose of a functioning unit at a fair price.

Thanks!
