When the internet goes out, Mini can't watch DVR recordings?

Is that how this is supposed to work?

My network (router) is up and running, but my cable modem is offline. The Roamio is hard wired to the router, and bridging to MoCA. can watch live TV on the Mini extender, but nothing recorded.
