Missing channel guide

I have the basic ota/cable Tivo. The problem that I am having is we recently got a new ota channel on 4-3 which is a CBS local sub channel. The problem is that I have no channel listing. I dont know if this is because the channel says that its testing or what. The channel in question is ME TV in the EL Paso, Tx area. Its been over a week since I noticed this new channel and the channel guide still has not been downloaded. I chatted with Tivo support, but they werent much help. If anybody out there has any ideas I would like to hear them.
