Setup either hangs or reboots during the Getting Setup Info process

First it gave me a unknown zip code error, I went back and started over,
next it hung at the verifying line at the Getting Setup Info screen), I powered cycled,
then it hung at a update screen (just a few minutes), another power cycle,
current it's hanging at a preparing update screen (may take up to a hour).

Is this a bad HDD? The furthest it got was that last line in the Getting Setup Info. It's Premier w/ a stock drive from 2010.
