Tivo Desktop plus constantly needs to be reset??

I have a Windows 7 folder set to auto transfer files put there to the Tivo Premier. It works a lot of the time, but frequently it will just seem to be brain dead and not recognize and initiate transfer of new files added to the folder. I have to constantly go to preferences and clear the cash, and clear the transfer list etc. and restart the server.

This is a major pain. Why does this constantly happen and how to set it so that it works without constant maintenance?

I'm using Tivo Beacon right now and that was working fine last year but now it is intermittent as described above. Before that I used Bonjur successfully for a while and it was failing to consistently see and transfer fiels, so I switch to Beacon.
