Recording and playback issues - due to "signal too strong"?

I've been having issues on my Roamio Pro where some channels (like Cooking Channel) no longer record content. They DO record, but the recordings are empty. I can also no longer pause or rewind on that channel (as well as some others).

Tivo customer service blames this on my signal being "too strong" (100% signal strength at 42dB SNR). The Tivo rep went so far as to three-way call me into Xfinity to schedule a service call, because otherwise "my tuners might burn out".

I've had no issues with picture quality, Internet speeds are fine - and the ONLY problem I have is the aforementioned recording problem.

I've read online that this is a known issue, and I have my doubts about my signal being "too strong".

Anyone with some insights? Is this indeed a known issue waiting on a fix from Tivo, and is my signal strength indeed a problem this high? Tivo claims I need 80-90% signal strength and 25-35dB SNR.
