No channels due to bad cable card

Am I correct in assuming that I have no channels because of a bad cable card? I am on the second card.
I have a Premiere Tivo box and charter cable card and SDV tuner box. I live in Rancho Cucamonga, CA. On the host ID/Cable card
menu the Data Security Certificate number is missing. Also on the DVR
menu under cable card association is says: None.

If you didn't already know the Data Security Certificate is a 11 digit number
created after the Cable Card (which has is own 13 digit number in this list) and the TV (which has its own 13 digit number called host ID number). When these two are paired the create a third number called Data Security Certificate. The cable company may need to input this number into the system.
