Menu color changes with Video Window

Does anyone else see the overall menu screen colors/brightness/contrast change dynamically?

I see this happen when I have the menu open and the video window playing. Hitting pause or closing the video window stops the behaviour. I've also turned off all dynamic picture settings on my TV.
