Plugged in 4TB drive into Bolt, see all 4 lights flickering, what does that mean?

I have just plugged in a 4TB external hard drive with a sata 3 cable in the mainboard. It's a 3.5, so it resides outside the case. I am using the enclosure's power by connecting the AC adapter and a USB 3.0 cable to a cell phone charger plug (apparently both are required to power the enclosure's circuit board). I see the light on the enclosure on and feel vibration from the HDD spinning and when plugging in the Bolt, the TiVo splash screen appears for a few seconds then the screen goes blank.

All 4 lights are flickering in a random pattern as if accessing the hard drive, but they've been going a while. Does this mean that something is wrong, or is the Bolt possibly formatting the new hard drive?
