Can Roamio Plus tuner be permanently damaged from high SNR?

After dealing with many calls to TiVo over macroblocking and pixelation issues, the representative that spoke to me yesterday offered to replace my Roamio Plus for $49 because it sounded like long term exposure to a high SNR (signal too hot - 35-38 DB) had permanently damaged the tuner on my Roamio Plus. Never mind that I had been experiencing this issue since last July when I first got the Roamio Plus to replace two Premieres that had no such issues. This was the first time TiVo offered to replace it (and since it was outside the 90 day window, to do so for $49)



I was instructed very carefully to start out with an attenuator on the replacement unit as to not permanently damage it (as I had apparently allowed the original one to do, despite numerous months of experimenting with levels of attenuation ranging from -3 to -16 DB with no resolve to the issue)



The cable company was here and measured a range of -3 to +1 dBMV across the frequency band and said it was a perfect signal (and alas, our 5 Samsung and 1 Scientific Atlanta cable boxes all work perfectly). There are no amps in the house, but due to the number of jacks, there are two drops from the street.



Is this even possible?
