Looking to add TiVo to Landlord paid cable

Hello everyone, I'm new here (obviously) but I just had a quick question that I hope someone can help me with. I am moving into a new apartment May 1, and I am lucky enough to have my expanded cable (basically channels 1-99) included in my monthly rent. The service provided is Charter, which is gross I know. That's why I'm here, I've dealt with charter before & would much rather not have to deal with them again when it comes to getting a DVR box. So I thought, why not TiVo?

So my question would be first off, is it even possible to add TiVo to an already paid cable service with a jack coming straight out of the wall? If so what TiVo services and/or accessories do I need to get to set it all up? Also since my Charter cable is already paid by my landlord, do I even need to contact charter to let them know I'm doing this, or do I just need to be in touch with TiVo?
