Letterboxing on SD TV

Not sure where to ask this question.



I have a Series 4 TiVo (TCD746500) connected to a SD TV via RCA connectors. I have Comcast service via a cable card with a minimal channel package, so I only watch the broadcast channels. I use the SD menus and have the video set to 4:3, with the "Aspect Correction Mode" set to Panel.



Here's the thing. Some of the channels (e.g. local FOX affiliate) are displayed properly, in widescreen, with black bars at top and bottom. But other (local CBS and NBC affiliates) are not. They display zoomed in, with the left and right edges of the picture clipped. This is most obvious with sporting events (like the Masters over the weekend), when key aspects of the picture aren't shown, or the graphics bleed off the edge of the screen.



My question is why this occurs. Why do some of the broadcast channels get displayed properly, and others not? Is there anything I can do to fix this?
