Pin required to get into all settings, not just parental control settings

Why is it that now that I have set up Parental Control settings, and have a pin setup, I have to enter that pin anytime I try to get into the settings menu for anything.
It makes sense, and I would expect I would need the Pin for the Parental Controls item, and the Purchase Controls item, but not the Settings item.
