Scrambled closed captions on new shows

I have a hearing loss and use the closed captions (CC) feature all the time on my TiVo Premiere. The CCs for most shows come through fine. I've noticed with at least two new programs on CBS that the captions come through scrambled, if at all. When watching Scorpion and NCIS: New Orleans, CCs are intermittent, and when they do appear, they mostly say "CBSCBSCBSCBS" or some variation thereof. I contacted the engineer at the TV station the shows came from; he says it's a problem at the TiVo or Charter Cable level, as the CCs came through fine on his home set.



This problem does not appear on returning CBS programs, or on any other channel or program. Can anyone think of a reason why the problem would be isolated to these programs, and how to fix it?
