tivo does not recognize channel 60

I have a Dish Network 2 channel receiver in a single box so the feed to my upstairs Tivo and TV is a coax cable with only channel 60 active. I tell the upstairs Tivo that I have antenna only and it claims that it scans the antenna but it does not find channel 60. I can change the Tivo channel manually to 60 and see the feed from the downstairs Dish receiver but the tivo will not allow me to record by time and channel because it does not allow channel 60 to be input. How do I force Tivo to realize that channel 60 is a valid channel?
